本文分析了欧盟(EU),二十国集团(G20)和联合国(UN)之间的关系。这三个组织以不同的方式标示着全球秩序的变革,身处其中的国家通过更密切的合作以应对跨国挑战。然而,这些组织的本质和运作方式各不相同。本文考察了欧盟在G20和联合国中的代表性问题,以及欧盟如何致力于塑造更加有效、连贯的全球治理体系。在G20中,欧盟享有正式成员的优势,但在联合国体系中没有出现这一情况,欧盟必须通过一系列制度安排来发挥作用。
This article analyses the relationship between the EU, the G20 and the UN. Each of these three bodies marks, in very different ways, a changing world order in which states are cooperating ever more closely in order to tackle transnational challenges. However, their nature and working methods are very dissimilar. This article examines how the EU is represented at the G20 and the UN, and how it can contribute to a more effective and coherent global governance system. In the G20, the EU has the advantage of being a full member. This is not the case in the UN and in the UN system, where the EU has to operate from a variety of institutional positions.
