社会长期护理保险筹资渠道:经验借鉴、面临困境及未来选择

Financing Channel of Social Long-term Care Insurance:Experience,Difficulties and Future choices

随着老龄化进程的加快,需要长期护理的老年人在逐渐增多,但是,我国目前尚未建立社会长期护理保险。资金的缺乏是制约社会长期护理保险建立的最重要的因素,疏通筹资渠道,是解决这一问题的关键。本文通过分析目前国外和国内试点地区的社会长期护理保险的筹资渠道,在此基础上提出了政府补贴、医疗保险基金、住房公积金、社会支持和个人缴费等方面的筹资渠道,并分析了在资金筹集中的困境和未来选择,以促进我国社会长期护理保险的建立和发展。

The eider who need long -term care is increasing gradually with the speeding up of the aging process. However, social long - term care insurance is not established in China, and lack of money is the cen- tral factor for this problem. The key to solve it is changing financing channels. This paper puts forward ideas of financing channels like government subsidy, medical benefits fund, social support and individual contribu- tion through analyzing the present financing channels of social long - term care insurance in foreign and domes- tic pilot area. In order to promote the establishment and development of social long - term care insurance in China, the paper also analyses the difficulties and future choices.
