随着人类社会当前所面临的人口膨胀、资源短缺、环境恶化等发展问题的日益严峻,海洋将不可避免地成为21世纪人类文明存续与发展所依赖的关键舞台。然而,功利性的海洋开发与利用致使人类文明的发展模式与海洋环境之间的矛盾愈发凸显,并诱发了一系列危及全球海洋环境的生态问题。因而,重新反思人与海洋的关系,谋求人类发展与海洋保护的良性互动,建构一种人与海洋和谐共存的海洋伦理模式,探求一种亲近海洋的生态发展模式极具现实意义,关乎整个人类文明的存续发展。

As the current human society faces with the population expansion, resource shortages, environmental degradation and other development issues growing, it is expected that ocean will inevitably become the key stage of the dependence of the survival and development of human civilization in the 21st century. However, utility to exploiting and utilizing the ocean, causes the contradiction between the human civilization’s development and the marine environment increasingly prominent and induces a series of ecological problems of global marine environmental. Therefore,to rethink the relationship between human and ocean,seek a benign interaction of human development and marine conservation,construct a kind of marine environment ethics mode, and explore a kind of close to ocean ecological developing mode is extremely realistic meaning, which will reach the whole existence of human civilization development.
