全面实施素质教育 推进高等教育现代化

Fully Implementing Quality Education and Promoting the Modernization of Higher Education

《中华人民共和国国民经济和社会发展第十三个五年规划纲要》第五十九章以"推动教育现代化"为题,阐明了我国教育改革发展的目标和主要的政策指向。国家的现代化离不开教育的现代化,离不开一大批具有现代意识的国民,这一切都离不开素质教育。素质教育是通识教育和专业教育的上位理念,是覆盖学校各方面工作、贯穿学校"全时空"的教育思想。坚持素质教育的思想,就要坚持以人为本、开拓创新,因为素质教育思想本身就是一个创新的思想,要以创新的精神去落实。当前,我们在世界高等教育中能够发挥引领作用的新理念、新模式还不多,更应该强调高等教育自身的创新,不断推进高等教育现代化,用中国的话语讲好中国的故事。

The fifth - nine chapter in The Thirteenth Five-Year Plan for the Economic and Social Development of the People’ s takes the title of “ Promotion the Modernization of Education” ,explaining theaim and main policy direction of the China ’ s education reform and development. There is no modernization of the nation without the modernization of education and a large amount of citizens having modem consciousness, which is closely related with the quality education. The quality education is the superior idea of general education and professional education, and the educational thought including all kinds of work in the school and penetrating the full time and space of school. To uphold the thought of quality education is to adhere to the people - orientation ,and to develop and innovate, because the thought of quality education itself is the creative idea, requiring the implementation with innovation spirit. Currently, there is little new idea and new mode to play the leading role in the higher education of the whole world. So it is urgent to stress the innovation of higher education, constantly promoting the higher education modernization, and telling good stories with the Chinese language.
