健全中国境外安保治理体系的思路与对策

Recommendations on Improving the Security Management System outside China

中国境外安保治理体系是国家治理体系的重要组成部分,作为最大的短板之一,目前在国家层面对推进中国境外安保治理体系还缺乏清晰的中长期发展目标和相应的战略规划,缺乏政策支持体系、重点任务,以及实施路线图。面对日益猖獗的恐怖主义威胁,在中国境外利益遍布全球的现实面前,亟待健全中国境外安保治理体系。本文分析了中国境外安保治理体系的现状与问题,基于中国境外安保模式的比较,提出了健全中国境外安保治理体系的思路和一系列政策建议:加快中国境外安保治理体系的顶层设计、完善境外安保相关立法、加快成立中国境外安保基金、加大领事保护投入、强化企业风险管控意识和加快培育一批具有国际竞争力的国内安保企业集团。

Security management system outside China is an important part of governance mechanism. On the central level, it is still lack of mid- and long-term target and strategy planning about the security management system overseas. It is also lack of political support system, key responsibility and road map. In respect of the increasingly rampant threats from terrorism and China＇s oversea interests around the world, the security management system outside China urgently need be improved. This paper analyzes the situation and problems of the security management system overseas. Based on the comparison of different security modes, it conducts the idea and some recommendations： to accelerate the top design of the security management system outside China, to improve the legislation of security management system, to establish the oversea security management system fund, to enhance the consular protection input, to strengthen enterprise risk management and control consciousness and to speed up the development of a number of domestic security enterprise groups with international competitiveness.
