我国科技经费投入现状问题与完善对策

Situation, Problems and Countermeasures of Chinese Science and Technology Fund Input

随着2015年我国创新驱动战略的全面实施,新常态下我国经济迫切需要从过去的依靠投资要素驱动向技术创新驱动转变,因此,作为创新能力的科技经费投入就值得进行系统研究。本文主要对科技经费投入的战略意义进行了阐述,对我国近五年来科技投入的规模、占比和结构进行了分析,对科技经费投入存在的问题进行了梳理,并针对性提出了完善我国科技经费投入的政策建议,以期加大和优化我国科技经费投入,全面提高科技经费投入的效率和效果。

With the full implementation of China＇s innovation drive strategy in 2015, under the new normal the Chinese economy, urgently needs to be transformed from driven by the investment elements to driven by drive technological innovation. So the input of science and technology funds as the innovation ability need be studied. This paper mainly expounds the strategic significance of science and technology funds. The science and technology investment scale, proportion and structure in recent five years in China are analyzed and the problems of the input in science and technology funds are summarized. It also puts forward policy recommen-dations on the improvement of the input of China＇s science and technology fund, in order to increase and optimize China＇s science and technology funds input, and improve the efficiency and effect of science and technology funding.
