新形势下推广运用PPP模式的建议

Suggestions on Promoting the Use of PPP Model in the New Situation

自2013年底全国财政工作会议以来,"PPP"一词开始进入公众视野,各界对PPP模式的认识也得以逐步提升。两年多来,在国务院的正确领导下,经过财政部、国家发改委等中央部委以及全国各级各部门的通力配合下,PPP模式推广工作初步形成了良好的发展格局。但同时在实施过程中也反映出不少新情况、新问题,如何在新形势下继续深入推进PPP模式是各界都十分关心的问题。本文通过总结福建省在推广运用PPP模式过程中的做法和经验,分析当前阶段推动过程中存在的问题与挑战,最后,提出下一阶段推广PPP模式的对策与建议。

Since the national fiscal work conference at the end of 2013, the word ＂PPP＂ has begun to enter into the public view, the implementation of the PPP model has been gradually improved. Over the past two years, under the correct leadership of the State Council, like the Ministry of finance, the National Develop-ment and Reform Commission and other ministries and commissions, as well as various departments at all levels across the collaboration, PPP model initially formed a good development pattern. But at the same time, it also reflects a lot of new situations and new problems in the implementation process. How to continue to promote the PPP model in the new situation is concerned about. This paper summarizes the use of PPP model in the process of practice and experience in Fujian Province, analyzes the problems and challenges existing in the process of promoting, and finally puts forward the countermeasures and suggestions for the promotion of the next phase of PPP.
