摘要
我国高校权力运行制约和监督模式指向高校内部权力运行中出现的各种问题,核心是权力过于集中而导致的腐败问题。针对高校内部权力腐败的问题,人们在实践中已经形成了各种各样的解决方法,总的来看可以归纳为权力制约与监督、法律制约与监督以及权利制约与监督三种模式。但是,这些模式在实践中暴露出各种问题,集中表现为权力制约与监督模式失效、法律制约与监督模式不完善、权利制约与监督模式形式化以及文化制约与监督模式缺失。针对这些问题提出了完善我国高校权力制约与监督的三条路径:理顺权力角色之间的关系,建立完善规范的制度体系,营造浓厚的学术文化氛围。
The mode of power restriction and supervision in Chinese institutions of higher learning point to a series of problems with the internal power operation whose core is corruptions caused by power overcentralization. Internal power restriction and supervision as the solution include the power model, the law model and the right model. However, these models have problems such as the failure of power model, the incompleteness of the law model, the non-essentiality of the right model, and the absence of the culture model. Targeting these problems we pose three pieces of advice: straightening out power roles, establishing a full-functioning law system and cultivating rich academic culture.
