摘要
本报告受教育部人事司委托于2016年1—3月在美国实地调研基础上撰写而成。报告结合三次小样本调查数据以及对部分人员访谈记录,对我国留美人才的回国意愿、需求及其背后的相关原因做了比较全面的分析,发现留美高层次人才回归意愿不强。究其原因,与留美博士毕业之初,工作虽不稳定但机会较多;子女配偶顾虑较多;归国可能带来的福利损失;学术硬件与美国的差距;人才项目吸引力不足等因素有关。在目前条件下,从现实和务实的角度而言,我们在高层次人才引进方面可能还需要坚持"为国服务"与"归国服务"并重、以归国服务为主的策略。
This report is commissioned by the Division of Personnel of the Ministry of Education, and was written during my stay in America from Jan. to Mar. 2016. By analyzing three small-scaled batches of survey data and interviews, it uncovers the overseas talents7 lack ofwillingness to return to China, their demands and the reasons beneath. The reasons for their reluctance to return to China for work include abundant thought not stable job opportunities in the States after their graduation in America w ith doctorates, family considerations, possibly not as good wellbeing after their return, not as good research facilities in China, lack of appeal of the talent programs offered in China, etc. In attracting overseas Chinese top-caliber professionals, both “work for China” and “work in China” should be emphasized with the latter as the predominant strategy.
