国家高新技术企业认定新政解读及应对措施

New Recognition Policies for National Hi-tech Enterprises:Interpretation and Response Measures

2008年,国家出台了《高新技术企业认定管理办法》,实施8年来,总体运行平稳、效果良好,但随着形势发展也显露出一些问题。为此,2016年国家修订了《管理办法》,从技术领域、认定条件及认定程序等方面进行了完善。通过新旧政策对比,着重从研发费占比、科技人员占比、知识产权及公示时间变化等方面对新的《管理办法》进行了深入解读,从而为天津市高新技术企业认定工作提出了应对措施,为政府部门大力发展高新技术企业决策提供了参考。

In 2008,China issued Measures for the Administration of the Recognition of Hi-Tech Enterprises. After its im-plementation for eight years,it has achieved overall smooth operation and good effect,but with the development of the situation,there also revealed some problems. To this end,in 2016,the state revised the measures in the aspects of tech-nology category,recognition conditions and procedures. Through a comparison between old and new policies,this articleinterprets the new measures from the aspects of proportion of research and development costs,science and technology per-sonnel proportion,intellectual property and the change of the public notice time and puts forward some solutionsfor the recognition of hi-tech enterprises in Tianjin,aiming to provide reference for the decision-making of relevant governmentdepartments.
