从社区角度认识文化遗产的保护

Understanding the Conservation of Cultural Heritage from the View of Community

我国的文化遗产一般被认为是国家或政府的资产,在认定、保护责任、利用等方面具有自上而下的行政特征,遗产的社区属性被弱化,保护的社区参与不足。文章从社区的角度出发,在"文化遗产的价值代表属性"、"文化遗产的单一社区属性"、"文化遗产的文化价值与社区认同"三个方面展开分析,认为主流的、具有价值代表性的精英文化遗产并不能作为文化遗产保护的全部,应该鼓励从社区角度认可属于社区自己的文化遗产。即便是那些已列级的国家级、省级的文化遗产,也应该同时强调它们的社区归属与社区资源属性,鼓励从社区角度保护并妥善利用。

Nominated Cultural Heritage are understood as national property or property of government in China.There are administration characters in the aspects of cultural heritage＇s nomination,protection responsibility,and utilization as well,but meanwhile with weakened local community character and absence of local community＇s participation.The article sets out from the view of community,expands the analysis on three points as ＂representing character of heritage value＂, ＂solo community character of heritage＂, ＂cultural value and community identification＂.As conclusion it was stated,the actual mainstream heritage and ＂elite＂ heritage with so-called character of value representative should not be all,it should be encouraged that local community can identify their own heritage to preserve.And even for the nominated national or provincial heritage,the character of ＂local community belongings＂ of heritage should be underlined,and the local-community-involved activity of conservation and utilization should be called,encouraged and effectively implemented.
