内蒙古资源开发与保护当地农牧民利益关系研究

A Study on the Relationship between Developing Resources and Protecting the Interests of Local Farmers and Herdsmen in Inner Mongolia

内蒙古自然资源丰富,随着国家西部大开发战略的推进,内蒙古形成了以资源开发为支撑的资源型经济特征。GDP增速很快,但同时也造成生态环境一定程度的破坏,给当地居民的生产生活带来一定的影响,甚至发生利益冲突。本文分析了资源开发利益分配不公的后果,认为协调资源合理开发与保护当地居民利益关系主要应考虑:建立资源开发利益补偿和分享机制;调整矿业开发收益分配结构;健全资源开发生态环境保护制度;完善资源产品价格形成机制及加快改革资源税征收制度。

Inner Mongolia is rich in natural resources, and with the promotion of the national strategy of developing the Western region, it has formed its economic characteristics supported by the development of resources. But at the same time, the rapid increase of GDP has caused ecological environment destruction to a certain degree, bringing about negative effects on the local residents, even some conflicts. This paper analyzes the consequences of the unfair distribution of interests in resource development and holds that in order to coordinate the relationship between rational development of resources and the protection of the interests of the local residents, efforts should be made to set up resource development benefit compensation and sharing mechanism; adjust income distribution of mining development; optimize the system of ecological environment protection; improve the price formation mechanism of resource products; and accelerate the reform of resource tax collection system.
