基于甘肃新能源全网消纳的西北电网跨省辅助服务机制探讨

The Study on the Inter-provincial Ancillary Service Mechanism to Absorb the New Energy of Gansu within the Whole Northwest Power Grid

文章论证了构建西北电网跨省辅助服务机制的必要性和可行性。作为对短期、实时交易及联络线考核体系的有效补充,确定了西北电网以"旋转备用"为基本辅助服务品种,以甘肃新能源作为受用主体,以陕、宁、青三省(区)常规电源作为提供主体的跨省辅助服务基本运作框架。通过引入"旋转备用积分贡献量"概念,来评估相关主体对甘肃新能源提供消纳空间的贡献。进一步明确该资金在甘肃新能源场内的分摊承担份额,以及在陕、青、宁三省(区)常规电源的返还方式,形成西北电网跨省辅助服务的基本运作流程。

This paper demonstrates the necessity and feasibility of building up the Northwest Power Grid inter-provincial ancillary service mechanism.As an effective complement to the short-term,real-time trande and interconnection-line evaluation system,it is determined that the＂spinning reserve＂as the basic ancillary services,conventional power sources of Shanxi,Ningxia,Qinghai provinces or regions as service providers to absorb new energy of Gansu.By introducing the concept of ＂spinning reserve integral contribution＂,the contribution of relevance subjects to Gansu new energy absorbing capacity is assessed.The paper further clarifies the share of funding in Gansu new energy providers,and return way of conventional power sources in Shaanxi,Qinghai,Ningxia provinces or regions,forming a basic inter-provincial operation process of Northwest power grid ancillary services.
