基于黑龙江省洪水风险管理的思考

Thinking of Flood Risk Management in Heilongjiang Province

由于特殊的地理位置和独特的自然气候,黑龙江省洪涝灾害频繁。多年来,人民群众生命财产安全和粮食安全始终受到严重威胁。加强洪水风险管理,探索开发利用洪水资源,改变黑龙江省传统防洪模式,是适应国家要求,顺应黑龙江省防汛工作发展实际需要的必经之路。文章分析了当前黑龙江省实施洪水风险管理面临的主要问题,提出了初步解决方案,对于促进黑龙江省经济社会和谐稳定发展具有非常重要的意义。

Flood and waterlogging disasters occurred frequently in Heilongjiang Province due to special geographic position and unique natural climate. The safety of people＇s lives and properties and the grain safety have been treated seriously in many years. To strengthen flood risk management, explore, develop and use flood resources, and change the traditional flood control model in Heilongjiang Provincial is to meet the requirements of state and the only way to comply with practical needs for Heilongjiang Provincial flood control development. The paper analyzes the major problems faced by flood risk management implemented presently in Heilongjiang Province and puts forth the primary solution scheme,having a very important significance for promoting the harmonious and stable development of eco-society in Heilongjiang Province.
