基于中国灌溉发展的问题、发展条件及发挥作用的分析

Analysis of Problems,Conditions and Actions of Chinese Irrigation Development

论述了当前中国灌溉存在的问题,指出我国灌溉发展的总体水平仍不高,农业抗御水旱灾害的能力仍不强,灌溉可持续发展的后劲仍不足,与促进现代农业发展、保障国家粮食安全、建设美丽中国的要求相比仍有较大差距。因此,今后要加大资金投入、加快基础设施建设,深化体制改革、强化运行管理,不断增强水资源合理配置和高效利用能力、水旱灾害综合防御能力、水土资源保护和河湖健康保障能力,以及水利社会管理和公共服务能力,为经济社会可持续稳定发展提供有力保障。

The paper discusses problems existing in the current Chinese irrigation, points out that the overall level of Chinese irrigation development is yet not high, the ability against agricultural flood and drought disasters is yet not strong, the stamina of sustainable irrigation development is yet not sufficient, there is still a big gap compared with the requirements to promote modern agricultural development, guarantee national grain safety and construct beautiful China. Therefore, the capital investment should be increased and the infrastructure facility construction should be quickened to deepen the system reform and strengthen the operation management, to increase constantly the reasonable allocation and high-efficient usage ability for water resources, the comprehensive defensive ability against flood and drought disasters, the guarantee ability to protect soil and water resources and the health of rivers and lakes, and the ability of hydraulic society management and public service, supplying strong guarantee for the sustainable development of economic society.
