向家坝水电站移民安置独立评估技术路线探究

Discussion on independent evaluation technique of land acquisition and immigrant resettlement for Xiangjiaba Hydropower Station

水利水电工程建设征地移民安置独立评估是加强移民工程监督管理的一项重大制度创新。为了科学、客观、及时地评价水利水电工程建设征地移民安置工作,以向家坝水电站建设征地移民安置为例,重点介绍该工程独立评估的技术路线,对独立评估的工作内容、评估指标、评估方法及工作成果等进行了阐述。结合工作实践,总结了向家坝水电站建设征地移民安置独立评估工作成效和工作意义,对今后开展水利水电工程建设征地移民安置独立评估工作具有借鉴意义。

Independent evaluation of land acquisition and immigrant resettlement for water conservancy and hydropower project construction is an important institutional innovation for strengthening immigration engineering supervision and management. To scientifically,objectively and timely evaluate the land acquisition and immigrant resettlement work,with the case of Xiangjiaba Hydropower Station construction,we emphasizes on independent evaluation technical route of the project and introduce the work content,evaluation index,evaluation method and work achievement. Combining with the working practice,we summarize the independent evaluation achievement and significance,which could provide reference for independent evaluation of land acquisition and immigrant resettlement for future water conservancy and hydropower project construction.
