政府信息资源管理在经历了文书记录管理模式、以控制信息流为主的技术管理模式、信息资源管理模式和全生命周期管理模式之后,正在迈向以资产为中心的政府信息资源管理模式阶段。阐述了政府信息资产管理出现的必要性及其主要特征,并从制定政府信息商业化发开相关法规、设立专门的信息资产管理机构、实施数据开放,盘活数据资产、鼓励多方主体参与信息资产开发、建立政府信息资产管理绩效评估机制五方面提出了以资产为中心的政府信息资源管理模式的推进策略。

Combing the development process of the government information resources management model ,and describes the connotation and characteristics of the government information resources man- agement model. The article puts forward the operating strategy of government information resources management model from five aspects of formulating relevant laws and regulations of commercial devel- opment of government information, setting up specialized information asset management institution, im- plementing of data open and activating data assets, encouraging multi-body participation in the informa- tion asset development,and establishing performance evaluation systems of government information re- sources management model.
