我国生态修复的现状及国外生态修复的启示

Status Analysis of Ecological Restoration in China and the Revelation of Foreign Countries

不断加剧的人类活动损耗了自然资源,不可逆地对生态系统造成了严重破坏,因此需要自然或者人为干预的生态修复,逐步恢复生态系统的动态平衡。文章首先分析了我国政府环境治理项目中对污染减排、环境监测的财政拨款状况;其次分别从河流生态修复、海岸湿地生态修复、污染场地生态修复对比我国与发达国家在不同生态修复种类中的政策支撑、工程实施、融资状况、技术创新与应用等;指出我国生态修复在政策体系、技术创新、资金投入方面存在的问题,借鉴发达国家的成功修复经验,提出我国生态修复产业的研究展望。

Natural resources have been worn down by continuously aggregating human activities, which have caused serious damage on ecosystems irreversibly. It is necessary to get with natural or human disturbance ecological restoration to recovery dynamic balance of the ecosystem gradually. Firstly we analyze the country＇s fiscal allocation of pollution reduction, and environmental monitoring in Environmental Governance Program. Secondly policy support, project implementation, financing conditions, technological innovation and application of ecological restoration in China are compared to that of developed countries in different types, including river restoration, coastal wetland restoration, and contaminated sites restoration. Third it pointed out the current problems of ecological restoration of China in aspects of policy system, technological innovation, and capital investment. By profiting successful experience from developed countries, we proposed the research advances in the future.
