山东省生态文明建设评价指标体系的构建与实证研究

Design and Empirical Research on the Ecological Civilization Construction Evaluation Index System of Shandong Province

山东省生态文明建设是各级政府的工作重点之一,因此构建一套科学、权威的生态文明评价指标体系对山东生态文明建设进行评价、引导显得尤为必要。分析生态文明要素构成,采用层次分析和综合设计相结合方法,从生态本色文明和生态发展文明两个角度研究构建由总指标、一级指标、二级指标和三级指标构成的山东省生态文明评价指标体系,研究设计生态文明五级评价标准并进行实证分析。这对推进生态文明,建设人与自然和谐的美丽山东,具有重要意义。

The ecological civilization construction is one of the focuses of government departments at all levels of Shandong Province, therefore, it seems to be particularly necessary to design a set of scientific and authoritative evaluation system to evaluate and lead the development of the ecological civilization construction of Shandong Province. The factors of the ecological civilization are analyzed, and by AHP and the synthesis design combined, the ecological civilization construction evaluation index system of Shandong Province including the total index, first class index, second class index and third class index is built from ecological nature civilization and ecological development civilization perspective. A five-point scale of evaluation standard on ecological civilization is designed and the empirical analysis is completed. These are significant for promotion of ecological civilization and building the beautiful Shandong Province of harmony of man with nature.
