摘要
东海海洋环境正逐渐恶化,在总量控制制度下对东海陆源污染排污权的分配研究具有实际意义。采用层次分析法,通过环境状况、经济状况、社会状况和技术水平4个方面建立了沿东海上海、浙江、福建3个省市的海洋陆源污染排污权分配的模型。该模型在综合分析了各项评价指标后,将求得的各区域相对于东海陆源污染物可排放总量这一总目标的权重之比,作为各区域允许排放量之比,然后按此比例在各区域间进行排污总量分摊。结果表明,该方法克服了等比例分配的不公平性及排污总量控制系统的不确定性,又兼顾了各区域间的实际差异,为东海实现排污总量控制提供了科学依据。
East China Sea marine environment is deteriorating rapidly, the East China Sea has practical significance assigned land-based pollution emission rights under the total control of the system. This paper, by AHP, through environmental status, economic status, social status and level of technology in four areas to establishes a model of land-based pollution of marine emission rights along the East Shanghai, Zhejiang, Fujian three provinces assigned. The model, after a comprehensive analysis of the evaluation will be determined for each region relative to the sum of the weights of the East China Sea may be land-based pollutants emissions than this overall objective. As the ratio of the regional emissions permit, then this ratio among regions total amount of emissions assessed. The results show that this method overcomes the proportional distribution of unfairness and uncertainty total amount of emissions con- trol system, but also take into account the actual differences between regions, the East China Sea to achieve total a- mount of emissions control, which provides a scientific basis.
