湖北省县级公立医院偿债现状与发展能力分析

Analysis of the Debt Paying Ability and Development Capacity of the County-level Public Hospitals in Hubei Province

目的通过了解和分析2011—2013年湖北省县级医院偿债能力和发展能力情况及发展趋势,为进一步深化县级公立医院改革提供参考。方法在对样本县人民医院和县中医院的经济运行现状进行描述的基础上,结合有效的对比和分析,以探讨湖北省县级公立医院偿债能力和发展能力变化情况。结果湖北省县级人民医院的负债水平偏高,资产负债率持续升高。业务收入增长率逐年走低,净资产增长显示后劲不足,发展能力较弱。结论合理控制医院发展规模,健全卫生服务网络体系,加强医院内部财务风险控制,以促进综合医院的可持续发展。

Objective To analyze and know solvency, development capacity and its trend of county-level hospitals in Hubei Province from 2011 to 2013 in order to provide references for deepening the county hospitals＇ reform. Methods Based on the description of the economic status of the sample county-level hospitals, combined with effective com- parative analysis,the change of solvency and development ability of county-level public hospitals in Hubei Province was studied. Results The level of the liability is on the high side of county general hospitals in Hubei Province,and the asset-liability ratio also continues to rise. But the short-term debt paying ability is low on the whole. In addition, the business revenue growth rate show a decline year by year, and growth rate of net assets has slower growth,which sees weak development capacity. Conclusion It is necessary to control hospitals＇ development scale reasonably, im- prove the health service network system and strengthen the internal financial risk control to promote the sustainable development of the county hospitals.
