Public Cultural Supply-side Reform in Poor Areas:Concepts and Values

作为国家公共文化发展战略的重要构成部分,我国贫困地区公共文化供给侧结构性改革还处于探索起步阶段,亟待解决许多悬而未决的理论与实践问题。文章分析贫困的主体责任和贫困背后的社会结构、社会制度,梳理我国乡村社会治理结构的变迁以及"他治"与"自治"的博弈历史,探讨贫困地区公共文化供给侧结构性改革的时代背景、基本思路和方法手段,对构建贫困地区公共文化供给侧结构性改革的理论框架并形成科学的观念体系、明确的价值取向具有积极意义。

As an important part of the national development strategy of public culture, the supply-side structural reform of public culture in poor areas is still in the initial stage, a nmnber of theoretical and practical issues remain unresolved. This article analyzes the social structure, social system and the main responsihility of poverty, studies tile changes in Chinese rural society and governance structure, the history of game between heteronomy and autonomy, and the background, basic ideas and means of public cuhural supply-side reform in poor areas, which have active significance in constructing the theoretical framework of structural reform of public cuhural supply-side in poor areas and in forming the scientific concepts and values.
