高校“十二五”发展规划实施的内部结构与影响因素分析

摘要 在总结和调研重点高校“十二五”发展规划实施情况的基础上,对规划实施的内部结构和影响因素进行了实证分析,针对规划实施过程中存在宣传动员力度不够、分解与执行方案缺乏、缺乏考核和评估量化指标等问题,建议从思想上重视“十三五”规划的制定和实施,提升规划实施的内部结构,尤其是参与程度和实施深度,发挥战略领导、沟通控制、组织文化等规划实施影响因素的支撑作用。 In this paper, the internal structure and the influencing factors of the implementa- tion of the plan are analyzed on the basis of summarizing and investigating the implementa- tion of the "12th Five-Year" development plan in universities. In view of the problems in the implementation process such as insufficient propaganda and mobilization, incomplete de- composition and implementation plan, and inadequate quantitative indicators of assessment and evaluation, this paper suggests that the "13th Five-Year" formulation and implementation plan should be paid attention to, and internal structure of planning implementation should be improved. Especially degree of participation and implementation depth, development of supporting role of influence factors such as strategic leadership, communication control, and organizational culture should also be emphasized.
