摘要
2014年国家开始在新疆启动棉花目标价格改革政策.为了弄清目标价格补贴实施中遇到的困难,对我国棉花生产价格补贴存在的问题进行了定性分析,发现棉花价格补贴涉及棉农数量庞大,具体补贴面积核算困难,棉花市场价格波动频繁导致补贴标准难以确定,棉花补贴资金监管存在缺失,补贴依据不易认定及补贴水平偏低.根据上述问题从棉花价格补贴水平、补贴依据、补贴标准和补贴资金监管等4个方面提出了相应对策.
The reform of cotton target price in Xinjiang was started in 2014. In order to gain a clear idea of the problem of promoting target price subsidy, the problems existing in the cotton production price subsidy was qualitatively analyzed. It was found that the number of farmer involved in price subsidy was huge, and it was hard to accounting the specific subsidy area. Moreover the market price fluctuation of cotton made it difficult to formulated subsidy standard. The lack of supervision and subsidy regulation, low level of subsidy also deteriorate the situation. According to these problems, the policy from the level of cotton price subsidy, the regulation of subsidy, the standard of subsidy and the supervision of subsidy was proposed.
