摘要
分布式光伏发电在当前新能源发电中占有重要地位。由于分布式光伏用户的源、荷双重属性,使得现行供电成本分摊方法面临困难。特别在光伏渗透率不断提高前提下,原有激励力度较大的定价方式与补贴政策中存在的弊端日益显现。对此,在介绍分布式光伏发展的基础上,对国内外分布式光伏发电定价方法进行归纳总结,并分析了各方法的优缺点,进一步分别从用户与电网角度阐述了当前光伏定价中存在的问题。在综述上述问题解决方法基础上,对其提出相应的改进与建议,为分布式光伏的持续健康发展提供支持。
Abstract: Distributed photovoltaie (PV) plays an important role in the current development of new energy. However, the duel identity of distributed PV users as consumers and produeers, has brought diffieuhies in the current eleetrieity cost alloeatiml. Espe- cially, as the PV penetration continue to inerease, the drawbacks of the original pricing mechanisms and subsidies which have relative- ly large iueeutives become increasingly evident. This paper summa- rizes various prieing methods at home and abroad based on the in- troduction of distributed PV development, analyzing the eharaeter- isties of each method, and then describes the current PV pricing problems from the perspeetive of the users and the utility respeetiwly. After summarizing extensive previous sludies on solving meth- ods, the paper gives profitable pricing suggestions for it's heahhv and sustainable development of distributed PV.
