Earthquake Early Warning as an important means of earthquake disaster reduction has been widely recog- nized in our country and will enter the building and application stage. The legal system construction of Earthquake Early Warning plays a leading, safeguarding and promoting role for related works on Earthquake Early Warning. In this paper, the construction of the legal system and practice of earthquake early warning is analyzed. First, it brief- ly pointed out legal relationships should be cleared. Then, construction plan, objectives and principles, framework and content of Earthquake Early Warning Legal System are explained in detail. Finally, the paper summarizes the practice of Legal system construction.
