四川农业科技成果转化与金融支持问题研究

Transformation and Financial Support of Agricultural Science & Technology Achievements in Sichuan

科技和金融是社会生产力中最为活跃的因素,了解并掌握金融支持四川农业科技成果转化存在的问题和原因,对推动科技与金融全面结合,实现互利共赢新局面的作用举足轻重。通过专家咨询、实地调研等方式,对四川省17个市州共51家涉农企业科技成果转化能力、贷款需求、政策性和商业银行的金融支持模式与信贷服务机制,以及"十二五"期间农村领域重大科技成果转化专项139个项目的实施情况进行了全面调查。结果表明:全国和四川省农业科技成果转化均不足,金融资本投入太少,科技型中小企业融资难。原因主要是:政府引导支持不够,资本市场难以打开;银企信息不对称,融资成本门槛高;农业自身有特殊受限,金融机构投资风险大。提出要转变观念、推动创新,建立政策性银行为主导的多元化信贷支持服务模式,稳妥发展风险投资、设立风险补偿基金等对策建议。最后指出,要切实加强金融对农业科技成果转化的支持,科技型中小企业不仅应紧紧抓住银行的政策性支持,还必须依靠自身实力最大程度地争取银行的商业性支持。

Science technology and finance are the most active factors in social productivity. For promotingcomprehensive combination of S T and finance, and achieving mutually beneficial win-win situation, it issignificant to understand and master the existing problems and their causes in financial support of Sichuanagricultural S T achievements transformation. A comprehensive investigation was conducted to understandthe transformation ability of S T achievements, loan demands, financial support model of policy andcommercial banks, and credit service mechanism in 51 agricultural enterprises of 17 cities in Sichuan, and theimplementation of 139 major S T achievements transformation special projects in rural areas during thetwelfth five- year plan period. The results indicated that： the transformation rate of national and provincialagricultural S T achievements was low, financial capital investment was too small, S T enterprises haddifficulties in raising capital. There were several reasons, firstly, it was difficult to open the capital market inlack of government guidance and support; secondly, the information between banks and enterprises wasasymmetric and the threshold of financing was too high; thirdly, greater risk of investment from financialinstitutions was caused by special constraints of agriculture itself. So countermeasures and suggestions wereput forward in this paper, such as promoting innovation by changing conceptions, establishing a creditdiversification service model oriented by policy banks, developing risk investment safely and establishing riskcompensation funds, etc. Finally, the authors pointed out that the financical support for agricultural S Tachievements transformation should be strengthened, and technology oriented small and medium- sizedenterprises must try their best to get the commercial support, as well as policy support, from bank relying ontheir own strength.
