To promote the modernization of social governance must take the Marxist concept of justice as the guidance to promote social fairness and justice,enhance the well- being of the people as the starting point and the foothold,adhere to grasping the rule of law,and comprehensively improve the level of social governance law,meanwhile,grasping the rule of virtue must be highlighted vigorously to carry forward the socialist core value concept.
