基于TOPSIS法和密切值法的山西省儿童保健工作质量综合评价

Comprehensive Evaluation on Quality of Child Health Care in Shanxi Province Based on TOPSIS Method and Close-value Method

目的综合评价2007—2013年山西省儿童保健工作质量。方法于2015年12月,以原卫生部2008—2013年《卫生统计年鉴》为基础,获取山西省2007—2012年的儿童保健工作相关数据;以国家卫生和计划生育委员会出版的《2014中国卫生和计划生育统计年鉴》为基础,获取山西省2013年的儿童保健工作相关数据。主要指标包括:低出生体质量儿比重、围生儿死亡率、新生儿破伤风发病率、5岁以下儿童中重度营养不良比重、新生儿访视率、3岁以下儿童系统管理率、7岁以下儿童保健管理率。分别采用TOPSIS法和密切值法,对山西省2007—2013年的儿童保健工作质量进行综合评价。结果 TOPSIS法的评价结果显示,2007—2013年山西省各年份指标值与最优值和最劣值的相对接近程度Ci由高到低依次为2012、2013、2011、2009、2010、2008、2007年。密切值法的评价结果显示,2007—2013年山西省各年份评价指标的密切值ci由低到高依次为2012、2013、2011、2009、2010、2008、2007年。结论山西省儿童保健工作质量最好的年份是2012年,最差为2007年。TOPSIS法和密切值法均可用于对儿童保健工作质量的综合评价。

Objective To comprehensively evaluate the quality of child health care work in Shanxi Province from 2007 to 2013. Methods In December 2015,relevant data of Shanxi child health care work from 2007 to 2012 were obtained based on China Health Statistics Yearbook from 2008 to 2013 published by former Ministry of Health; and the relevant data of Shanxi child health care work in 2013 were gained based on 2014 China Health and Family Planning Statistics Yearbook published by National Health and Family Planning Commission of the People＇s Republic of China. Main indicators were presented as follows： proportion of low- birth- weight infant,mortality rate of perinatal infant,incidence of neonatal tetanus,proportion of moderate and severe malnourished in children under five years old,visiting rate of the neonatal,systematical management rate of children under three years old,health care management rate of children under seven years old. The quality of child health care work in Shanxi Province from 2007 to 2013 was compressively evaluated by using TOPSIS method and Close- value method. Results By TOPSIS method,the relative proximity Ciranking（ from high to low） of the each- year targeted value in Shanxi Province from 2007 to 2013 with the optimal and the worst values was 2012,2013,2011,2009,2010,2008 and 2007 successively. While by Close- value method,the each- year close- value ciof evaluation index in Shanxi Province from 2007 to 2013 was in a descending order from2012,2013,2011,2009,2010,2008,to 2007. Conclusion The year with the best quality of Shanxi child health care work was 2012, while the year of the worst quality was 2007. TOPSIS method and Close- value method can be applied to comprehensively evaluate the quality of child health care work.
