该文译自1925年5月27日出版的《日满通信特辑号》,原文系津上善七所书。如题所示,其目的在于向日本殖民当局关东厅献计献策,提请恢复彩票发行,并希望日本外务省予以认可。最初日本殖民当局发行彩票的目的乃是"将其作为租借地振兴政策的一环,并可以有效节制支那?1多年持续的恶习即嗜赌之心,且作为填补经费的一项财源发挥作用。"[1]然而在当时,日本社会普遍认为彩票的贩卖是一种罪恶,由于彩票本身会使人的侥幸心理增长,因此其害处非常大;而且从伦理道德的角度上看,该行为会破坏社会道德,故应当予以彻底根除。实际上,当时在日本的法律中明文规定了禁止此类赌博行为,凡是作为日本法律所能管辖、涉及的地区,不分内外都采取禁止措施。尽管日本当局曾经在其殖民地台湾和租借地大连尝试过发行彩票,但日本政府已经同中国国民政府达成了不能批准发行的协议。而津上善七明知在日本本土发行彩票是违法行为,却极力谏言在大连恢复发行,并指出日本与中华民国在外交上达成的共识实际上是可以随时通过交涉予以修改的。并提出几个理由:其一,向民众提供一项娱乐活动;其二,出于对刑事治安方面的需要;其三,彩票盈利可以填补和充实公共经费的财源。本文站在殖民主义立场上看待中日关系问题,称日本为"君子之国",而对中国和中国人则持蔑视、贬低态度;对在大连发行彩票居然提出有益于节制"支那人"的"嗜赌之心",似乎日本人没有赌博的恶习;并且为了本国利益而将在日本国内受禁止的彩票发行活动在殖民地和租借地极力推广。总之,该文对了解日本当局通过在中国大连发行彩票的始末以及为了募集资金以填补行政经费不足等问题具有一定的参考价值。
This paper wastranslated from "The day full of special communication No." which was published in May 27, 1925.As indicated in the title, the purpose was to make suggestions to the Japanese colonial authorities, ask for recovering the lottery, and hope to be recognized by the Japanese Ministry of foreign affairs. At that time in Japan, the law expressly prohibited such acts of gambling and prohibition measures were taken in all those areas which were governed by Japanese law. In this paper, the relationship between China and Japan was viewed from the standpoint of colonialism,addressing Japan as a "gentleman's country", while held a scornful and disparage attitude towards China and Chinese people;On the issue of lottery in Dalian,they said it was beneficial to control "Chinese people" and "the heart of gambling", It seemed that the Japanese hadno such bad habitsas gambling; and for their own interests, theactivities of lottery issue which were prohibited in Japan, was vigorously promoted in Colony and leased land instead.In short, this article has a certain reference value to such issues like Japanese authorities issuing lottery in Dalian, raising funds to fill administrative expenses and so on.
