以坚持改善民生、以人为本为出发点,以建设和谐伊春,促进经济与社会的协同发展为目的,着力改善城市棚户区居民特别是低收入家庭的居住条件,自2007年始,黑龙江省建设厅将伊春市棚户区改造工作作为国有林区的改造试点项目,着重从设计原则、设计标准、采用主要规范等方面加大改造力度,因此大大改善了伊春市棚户区居民的生活环境和居住条件。
