苏州农宅流转机制的问题与对策研究

The research on the problems and measures for the transfer mechanism of rural housing in Suzhou

基于对苏州农宅流转基本情况的认知,借由对流转机制的完善来推进农宅流转,深入剖析其流转机制在方式、市场、收益、政策等方面的问题,并在流转基础、流转方式、流转市场、退出机制、保障机制等方面提出相应的农宅流转机制构建对策,以期完善农宅流转机制、保障农民利益,实现农村土地集约利用及其资源的合理配置,为其他地区的农宅流转提供参考。

Based on the actual situation of the rural housing transfer in Suzhou, this paper presents the promotion of the transfer by the improvement of the transfer mechanism. The paper deeply analyses some problems of the mechanism in the transfer runs, the market, the advantages and the policy, and proposes countermeasures that suit the current situation, running ways, the market of the transfer and the withdraw and safeguard policy, which will help to improve the transfer mechanism, security of the farmer interests, realization of the intensive use of rural land and rational allocation of resources. The study can provide some reference to the circulation of rural housing in other areas.
