服务“一带一路”的广州高端跨境电商人才培养路径研究

国家发布推动一带一路的愿景与行动计划文件中,广州被提及三次,可见其举足轻重的战略性地位。[1]同时,国务院发布了跨境电子商务发展指导意见,明确指出跨境电商是外贸发展的新模式。[2]因此,高端跨境电商人才将助力广州践行"一带一路"国家举措,实现现代涉外服务业的转型升级。[3]职业教育国际化视域下,围绕教育部教职成[2015]6号文,探索服务"一带一路",行之有效的跨界融合式涉外高级复合型跨境电商人才的培养路径。[4]在对广州跨境电商企业"SWOT"分析和广州跨境电商人才需求分析的基础上提出构建"一带一路"下高端跨境电商人才的软能力框架,并分析了其培育机理;从课程体系创新、培养方式改革及素质拓展教育等方面探讨了其培养模式。最后从开放式的师资队伍、拓展实践平台、区域间人才培养协同机制等方面分析"一带一路"下高端跨境电商人才培养保障机制。

In the national project documentation of vision and action to promote ＂One Belt and One Road＂, the vicinity of Guangzhou was mentioned three times, showing its important strategic position of Guangzhou.at the same time, the State Council issued the guidance on the development of cross-border e-commerce, which is clearly pointed out to be the new mode of foreign trade development therefore, high-end cross-border commercial talents will help Guangzhou practice the way of national initiatives, to achieve the transformation of modem foreign service industryfrom the upgrading international perspective, From the perspective of Vocational education internationalization, around 2015 to No. 6, the paper explores the ＂One Belt and One Road＂ and the effective path of cultivating talents of cross-border integration of foreign advanced composite type of cross-border electricity, puts forward on the frame- work of soft power of high-end cross-border business talents according to One Belt and ＂One Road＂ based on the analysis of cross-border business enterprise of Guangzhou, SWOT, and Guangzhou＇s demand for cross-border electrici- ty supplier talent, and analyzes its cultivation mechanism; discusses the training mode from the innovation of curricu- lum system, training mode reform and diathesis education etc.. Finally, the personnel training guarantee mechanism of high-end cross-border electricity supplier under ＂One Belt and One Road＂ is analyzed from the open teachers, prac- tice platform, inter regional coordination mechanism and other aspects.
