论生态文明建设的普遍性与特殊性及其统一

On the Universality and Particularity of Ecological Civilization Construction and Their Unification

生态文明建设既具有普遍性,也具有特殊性。从历史唯物主义视角出发,指出生态文明建设的普遍性是贯穿生态文明建设始终的共性,建议在国家层面制定和实施具有普遍指导意义的政策和措施;生态文明建设的特殊性是区域生态文明建设中的个性,是不同区域生态文明建设的起点、任务、路径、指标体系和具体进程的不一致性和多样性。二者辩证统一于中国生态文明建设的伟大实践之中。

Ecological civilization construction is of both universality and particularity. From the perspective of historical materialism, the authors argue that universality is the generality throughout ecological civilization construction, which requires policies and steps of general guiding significance be taken at national level. Particularity is the individuality manifested as inconsistency and diversity in start point, task, path, indicator system and process of different areas＇ ecological civilization construction. The two dialectically unify in the great practice of China ecological civilization construction.
