Handling Properly Certain Relations in the Construction of Long-term Nursing Care Insurance

长期照护保险制度是一个完整有机的系统,系统的设计和运行需要与系统内外有机结合和协调。考察国内外长期照护保险制度实施运行的经验教训,需要正确处理好公平与效率、政府与市场、正规照护与非正规照护的关系(即政府与家庭的关系),以及不同制度之间的衔接与相互协调。

The system of long-term nursing care insurance is an integrated and organic system. The design and operation of this system should have internal and external organic combination and coordination. After studying on the experience and lessons both at home and abroad in running long-term nursing care insurance system, it is concluded that we should handle properly the relations between fairness and effi ciency, government and market, and formal care and informal care（i.e. the relation between government and families）, and the combination and coordination of diff erent systems.
