管理体制归属亟待精准施策——城乡居民医保整合研讨会观点综述

The Attribution of Administrative System Need Precise Implementation——Reviewing on the Opinions of the Seminar about Integrating Urban-rural Medical Insurance

国务院关于整合城乡居民医保的文件下发后,整合取得新进展,从总体趋势看,整合在前进,但进展与阻力并存,成绩与遗憾同在。特别是在管理体制归属上,由于人为的原因,本来简单的问题变得复杂化了。亟待消除迷思,精准施策:将理顺管理体制作为整合的基础和前提,增强认识自觉和敢于担当的精神,坚持实践是检验真理的唯一标准,人社部门要主动作为、顺势而为。

After the State Council issued the document about integrating urban-rural medical insurance, it have made new progress. However, progress and obstruction still co-exited, and achievement and failure still co-occurred. Especially for the attribution of administrative system, due to man-made reasons, the simply things turned to be complicated. We must get rid of confusion, administrate precisely, take a clear management system as the basis and premise to implement the integration. We also should intensify the awareness of consciousness and the spirit of responsibility, and insist on practice being the sole criterion for testing truth. The Ministry of Human Resource and Social Security should take active action and take the advantage to act.
