吉林省医疗照护保险制度实践探索

Practice of Nursing Care Insurance System in Jilin

为应对日益增长的失能人员的医疗照护需求,完善与经济社会发展相适应的医疗保障体系,2015年,吉林省将建立失能人员医疗照护保险制度作为工作重点强力推进,在全国率先启动试点,并取得了初步成效。长春市作为首批试点城市,有46.8%的长期失能人员和2.1%的短期失能人员从中受益。本文介绍了吉林省医疗照护保险制度建立的背景,总结了该省医疗照护保险工作现状、实践情况,分析了存在的问题并提出了改进完善的措施和办法。

To meet the growing needs of disabled persons for nursing care, and to improve the medical security system adapting to the economic and social development, in 2015 in Jilin Province, we promoted the establishment the nursing care insurance system for disabled persons, and took the lead in the country to start a pilot study, and have had initial achievements. In Changchun, as one of the fi rst pilot cities of Jinlin, there were 46.8% of the long-term disabled and 2.1% short-term disabled persons have benefi t from it. This paper introduced the background of establishing the nursing care insurance system, summarized the current situation in operation and practice, analyzed the existing problems and put forward measures and methods to improve it.
