摘要
按照独立社会保险险种设计的南通市基本照护保险制度,以社会化照护服务为主,兼顾医疗护理、生活照护,重点向生活护理倾斜;兼顾机构照护、居家照护,重点向居家照护倾斜,借助而不依附于基本医疗保险,与基本医疗保险相对独立、相互衔接,具有五个方面的显著特点,先行先试探索实践符合规律、符合群众意愿,基本满足现实需求。
The basic nursing care insurance system of Nantong designed according to the independent social insurance coverage, is mainly focused on social nursing care services, which considers both medical care and life care, but giving more attention to life care; considers both institutional care and home care, while giving more attention to home care. It has the aid of basic medical insurance but not an appendage of it. They are independent of but connected with each other, having remarkable fi ve characteristics. The pilot study agrees with the laws, satisfi es people＇s will, and generally meets the demand of the reality.
