摘要 鉴于A+B拍卖在美国等国家逐渐成为政府采购拍卖实施的一种常见方式,为了降低工程建设周期、提高工程建设质量,对传统的A+B拍卖机制进行了改进,建立了一个基于企业信誉与能力综合评价、价格和非线性时间成本的评标函数,并设计了一个在线智能拍卖系统的实现框架。改进的A+B拍卖机制一方面突出了企业能力、价格和时间的重要性,另一方面扩展了传统A+B拍卖的适用范围,特别为中国政府或企业采购提供了更多贴近实际需要的拍卖机制选择。通过与传统的A+B拍卖机制进行实证对比分析,证明了该机制的有效性和易操作性,为A+B拍卖机制的广泛采纳与实施提供了理论与实践指导。 A + B auction has become a common way of government procurement auction in the United States and other countries. In order to improve the quality of project construction and reduce the construction period, the mechanism of the traditional A + B auction is improved, and a bid evaluation function based on the comprehensive evaluation of the enterprise' s reputation and ability, price and non-linear time cost is made, and then a frame to implement the online intelligent auction system is designed. The improved A + B auction mechanism on the one hand highlights the importance of enterprise competence, price and time, and on the other hand expands the application scope of the traditional A + B auction, and especially it provides more auction mechanism choices close to the actual need for the Chinese government' s or enterprises' procurement. Through empirical compari- son with the traditional A + B auction mechanism, the effectiveness and operability of the mechanism is proved, and the theoretical and practical guidance for the widespread adaption and implementation of the A + B auction mechanism is provided.
