中国儿童福利观的历史演进——基于改革开放以来的儿童福利政策框架

The Historical Evolution of the Concept of Chinese Children's Welfare——Based on the Framework of Children's Welfare Policy Since the Reform and Opening up

改革开放30余年来,中国儿童福利政策框架逐渐完善,随着"儿童与福利"概念的提出,儿童福利逐渐成为了构建社会主义和谐社会的重大战略议题。文章探讨了改革开放以来我国儿童福利观的历史演进过程认为:儿童福利观是儿童福利制度建设、政策制定、内涵外延等内容的基础性思想来源,反之,儿童福利政策也对儿童福利观的主流思想的发展具有导向作用;儿童福利观具有时代性、动态性、融合性等特征;儿童福利政策尚待完善,儿童福利观仍需普及,形成具有综合性、全面性、先进性的儿童福利观对于发展中国的儿童福利事业有深远的意义。

Over the past thirty years of reform and opening up,China has gradually improved child welfare policy framework,as proposed ＂ Children and welfare＂ concept,child welfare is becoming a major strategic issue of building a socialist harmonious society. This paper discusses the historical evolution of concept of child welfare since reform and opening up. Child welfare concept is the theoretic sources for system construction,policy formulation and intension extension of child welfare,on the contrary,child welfare policies act as a guiding role for the development of child welfare concept of mainstream thinking; the child welfare concept with the times,dynamics,integration and other features; child welfare policy needs to be improved,child welfare concept need to be popularized. To form a comprehensive and advanced concept of child welfare have far-reaching significance for the development of Chinese children＇s wellbeing.
