略论清季东北均势外交的流产——以锦瑷铁路借款为例

均势外交是晚清不少有识人士积极提倡的外交策略。清末东北情势异常艰危,为防止日俄分割南北,一些当权者希望联合西方加以制衡。以铁路外债为核心的"厚积洋债,以均势力"的均势外交则成为他们的现实策略。锦瑷铁路借款正是在这一背景下被提出,然而它浓厚的政治色彩注定其最终只能无疾而终。均势外交策略虽用心良苦但终成画饼。

Equilibrium Diplomacy is a strategy which many people of insight actively advocate in the late Qing Dynasty. The Northeast China＇s situation is very difficult. To prevent Japan and Russia separating North and South, Some authorities hope to joint Western countries to counterbalance them. ＂thick plot foreign debt to balanced strength ＂ of the Equilibrium Diplomacy which is as Railway Foreign Debts the core then becomes their realistic strategy. Jin Ai railway loan was proposed precisely in this context. However, its strong political overtones destines it which can only die a natural death at last. Although the Equilibrium Diplomacy strategy is well- intentioned, but it becomes to satisfy one＇s hunger with picture cakes.
