公共服务视野下基层社会工作培训的反思与前瞻 被引量:1

摘要 面对居民多元化的需要和基层服务管理方式的变革,结合基层工作人员优势,开展社会工作培训被认为是促进基层工作人员专业化的理想路径。然而,政府主导的社会工作培训在基层呈现出"表面专业化"的特点,表现出培训主体需求意愿不强、需求动力倾向工具理性及培训效果不理想等问题,政府认同与社会认同的堕距、专业社会工作的嵌入与实践中的异化则是政府主导下基层社会工作培训面临实践难题的深层动因。破解这一难题应从"需要为本"原则出发,从拓展从业平台、提升服务能力及完善培训保障机制等方面入手,避免追求所谓的"专业化"而做的"专业化"。 In the face of the diversified needs of the residents and the change of the service management mode and combined with the advantages of primary social workers,to develop social work training is considered as an ideal way to promote the professionalization of the staff at the basic level. However,social work training under the leadership of government at the grassroots level shows the characteristics of the "superficial specialization",including their weak demand,instrumental rationality tendency in their demand and unsatisfactory training effect. The lag between government identity and social identity,embedded and alienation of professional social work practice are the deep motivation of practical problems facing the grassroots social work training. Therefore,to solve these problems we should take the "need"as the principle,expand the working platform,enhance service ability and improve training security mechanism so as to avoid the pursuit of the so-called "professional".
