摘要
超大型城市的发展面临诸多风险和压力,社区具备提供公共服务、协调社会关系、促进社会融合、应对社会风险的重要功能。根据天津市10个社区的调查,由于行政、财政和一些技术性因素的制约,社区的治理功能未能得到充分发挥。因此,超大型城市需要创新社区建设理念、完善城市治理结构、扩大财政投入来源、加强制度供给力度。
The development of megacities is faced with many risks and pressure. The community has functions of providing public services,coordinating social relations,promoting social integration and coping with social risks. According to the investigation of 10 communities in Tianjin,it is found that community governance functions have not been fully realized due to the restriction of the administrative,financial and some technical factors. Therefore,the megacities need to innovate in conceptions of community construction,improve the urban governance structure,expand the sources of financial investment,and strengthen the system supply.
