摘要
面对技术快速革新以及全球化带来的挑战,加快职业教育与培训的优化升级已经成为各国一项日益紧迫的任务。大量学术文献表明目前尚无一个可以使教育、培训和雇佣关系组织起来的理想模式,而三者之间的协调问题很普遍。处于计划经济向市场经济转型时期的社会寻求适用的职业教育与培训体系来提升市场竞争力,加速技术升级和应对劳动力市场的不确定性。本文讨论了俄罗斯一个联邦试点项目在地方实行德国双元制教育的尝试,探讨了该项目在企业、学校、地方与联邦政府机构之间可能创建新型合作关系的条件,结论认为双元制教育在地方得以成功的关键在于州政府的杰出能力。
Upgrading vocational education and training(VET) has become an increasingly urgent task for societies facing the challenges of rapid technological change and globalization.The scholarly literature makes it clear that there is no one ideal model for organizing the relationship between education,training,and employment,but that coordination problems are endemic.Societies undergoing a transition from a planned to a market economy seek to adapt inherited systems of VET to the imperatives of market competition,technological upgrading,and uncertainty in the labor market.This paper discusses one effort in Russia to adopt German-style 'dual education' programs at the regional level through a federally-organized pilot program.The paper examines the conditions under which such pilot programs are likely to create new cooperative institutions through the partnership of firms,schools,and regional and federal state authorities.It concludes that successful adoption of dual education programs rests on high state capacity at the regional level.
