广东省农业现代化发展水平比较研究

Comparative study on agricultural modernization development level of Guangdong province

【目的】对广东省农业现代化发展水平进行省际及省内比较分析,了解广东省农业发展的优势和不足,为推动广东省农业现代化发展提供参考。【方法】采用多指标综合评价法,从农业现代化投入、农业现代化产出、农业现代化社会发展和农业现代化可持续发展等4个方面建立评价指标体系,测算全国31个省(市)及广东省内四大农业区域(珠江三角洲、东翼、西翼和山区)的农业现代化发展水平,比较分析广东省与国内其他省(市)农业现代化发展水平的差距,以及广东省内四大区域间的差异。【结果】广东省农业现代化发展综合水平位居全国第8位,低于福建、上海、浙江等省(市);农业现代化投入水平、产出水平、社会发展水平和可持续发展水平等4项指标表现极不平衡,分别位列第20、4、7和17位。广东省内农业现代化发展水平呈较明显的区域差异,珠江三角洲居四大区域之首,山区最弱,与珠江三角洲差距较明显。【建议】创新政府部门农业投资管理方式,加大农业物质技术装备投入,重点建设区域性现代农业示范区,完善农产品市场流通体系,坚持走生态循环农业发展道路,以推进广东农业现代化发展。

[ Objective ]The development level of agricultural modernization inside and outside Guangdong province was evaluated, in order to investigate the advantages and disadvantages of Guangdong province＇s agricultural development and provide reference for promoting agricultural modernization in Guangdong province. [ Method ]The evaluation index system was built by using multiple indexes comprehensive evaluation, including four indexes that agricultural modernization in- put, agricultural modernization output, agricultural modernization and social development, and agricultural modernization and sustainable development. The development level of agricultural modernization of the national 31 provinces （municipali- ties） and four major agricultural region in Guangdong province （Pearl River Delta, estern Guangdong,western Guang- dong,northern mountainous area） was evaluated, so as to compare and analysis the gap between Guangdong province and other provinces （municipalities） and the differences between four regions in Guangdong province. [ Result ]The development level of Guangdong province agricultural modernization was situated the 8th in nation, lower than Fujian, Shanghai, Zhe- jiang and so on. And that, four indexes of agricultural modernization level, production level, social development level, the sustainable development level were uneven developing, respectively ranked the 20th, 4th, 7th and 17th. Development level of agricultural modernization had a obvious regional differences, the development level of Pearl River Delta agricultural region was the highest, and northern mountainous area was the weakest,which was far from Pearl River Delta. [ Suggestion ]In order to promote development level of agricultural modernization in Guangdong province, some corresponding countermea- sures were put forward, which include innovating government investment in agriculture innovation, increasing agricultural material and technical equipment investment, promoting the construction of regional modern agricultural demonstration zone, improving the circulation system of agricultural products market, taking the road of ecological agricultural develop- ment cycle.
