政府应急管理组织协同的研究进展:一个文献综述

The Research Progress of the Government Emergency Management Organizational Coordination: A Literature Review

在突发事件高频次、多领域发生的复杂态势下,国内外学界开始对政府功能性组织模型下产生的应急管理碎片化和被动化问题进行反思与批判,并围绕政府应急管理组织协同的方式与策略展开了探讨。本文从应急组织协同的动因、模式、体系、影响因素等角度对近年来的研究成果进行了归纳梳理,指出了当前研究存在的不足,并对未来的研究进行了展望。

In different fields, the frequency of emergency is increasing. Scholars at home and abroad carried on introspecting and criticizing this problem of emergency management organizational coordination, and studied on ways and strategies of the government emergency management organizational coordination. The paper summarized the latest research resultsof emergency organizational coordination from such aspects asmotivation, pattern, system, and influence factors. The research analyzed the lack of current research as well as future research prospects discussed.
