“互联网+”情境中企业IT平台效率评价研究——基于网络DEA模型的分析

A Study on Evalvation of the Efficiency of Corporate IT Platform in the Context of “Internet Plus”——Analysis Based on Network DEA Model

效率是决定企业成败与持续发展的关键因素。在"互联网+"时代下,企业IT平台的建设与完善已成为一种常规化投资,然而IT效率状况不尽理想。文章依据"互联网+"情境中企业IT投入与产出的属性,将企业IT投入过程分为IT治理与IT运用子过程,建立了企业IT投入与产出效率评价指标体系,并构建了两阶段DEA模型。在此基础上,运用网络DEA方法对不同行业企业IT投入效率进行评价分析,结果表明:企业IT平台的综合效率依赖于其各个子过程的效率,而且网络DEA比传统DEA评价更有效,可以找出决策单元无效率的根源所在。研究结果对提升企业IT平台效率,促进我国"互联网+"与传统行业的深度融合和创新发展具有一定的实践指导意义。

Efficiency is the key factor to determine the success or failure of enterprises. In the ＂Internet plus＂ era, the con- struction and improvement of corporate IT platform has become a kind of conventional investment, but the efficiency of IT input is not ideal. According to the property of IT input and output in the context of ＂Internet plus＂, the paper divides corporate IT input process into IT governance and IT use sub process, establishes corporate IT input -output efficiency evaluation index system, and builds a two stage DEA model. On this basis, the paper evaluates the efficiency of corporate IT input in different industries using network DEA method. The resuhs show that the comprehensive efficiency of corporate IT platform depends on the efficiency of its sub processes, and the network DEA evaluation is more effective than the traditional DEA. Network DEA model can find out the root cause of no efficiency decision making unit. The study results have certain practical significances for improving the efficiency of IT platform, and promoting the deep integration and innovation between ＂Internet plus＂ and traditional industries.
