国民法治素养的现状、问题及对策 被引量:3

摘要 我国国民法治素养的现状整体上仍然不能满足法治国家建设的需要,存在国民对于法律的权威性认识不足,法律信仰远未形成;法律知识、法律技能掌握不够;运用法律解决问题的流程了解比较有限;参与法治建设的主体意识不强;依照法的基础价值和原理采取行动的能力整体上还有待提高等问题。建议国家加强立法、执法、司法等相关法律制度的宣传与教育;完善法治环境,形成法律信仰;拓宽公民参与法律活动的路径;完善、改革陪审制度等措施大力提高国民的法治素养。 The current status of national legal literacy still can not meet the requirements of the construc- tion of rule of law, for there are various problems, such as lack of legal authority awareness, the loss of legal faith, insufficient legal knowledge and legal skills, limited understanding of adopting the law to solve problems, lack of consciousness to participate in the construction of rule of law, the low ability of using basic values and principles of law to take action, etc. It is suggested that the state strengthen the publicity and education of relevant legal system, namely legislation, law enforcement, judicial. The legal environ- ment should be improved and form the legal belief. It is necessary to broaden the path of citizen participa- tion in legal activities and improve the jury system reform, in order to vigorously improve the national le- gal literacy of our country.
