科技管理人员是科研院所中承担和执行科技管理工作的核心角色,其素质是影响科技管理工作效率和管理水平的重要因素。目前,我国科技管理队伍仍然存在很多问题,如果不及时、有效地解决,将对我国科技发展和综合国力产生不利的影响。基于此,文章对科研院所科技管理人员的素质进行了剖析,就其存在的问题提出了具体的解决对策,以期提升我国科研院所科技管理人员的素质,从而促进科技管理工作和科研院所的发展,为深入实施创新驱动发展战略夯实基础。

Scientific and technical managers play the core role of science and technology management in scientific research institutes, and their quality is an important factor affecting the efficiency and management level of science and technology management. At present, there are still a lot of problems in China＇s science and technology management teams, if not timely and effectively solved, they will have a negative impact on China＇s science and technology development and overall national strength. Based on this point, the science and technology managers ＇quality of scientific research institute is analyzed in this paper, and specific countermeasures are proposed for existing problems, in order to improve the quality of scientific and technical manager in scientific research institutes and then to promote the development of the science and technology management work and scientific research institutes, to lay a solid foundation for furthering the implementation of innovation driven development strategy.
