我国公共政策及其特征分析

China's Public Policy and Its Characteristic Analysis

公共政策是特定的主体为达到一定目标而制定的行动方案或行动准则,中国共产党在我国公共政策的制定中具有重大的影响力,是中国公共政策的最重要的制定者,我国公共政策从其实质来看充分体现了中国共产党的领导地位和领导作用。关于中国公共政策的典型模型具有片面化、简单化、泛西化的缺陷,难以科学阐释我国的公共政策。我国的公共政策在制定中具有凸显共产党的主导作用、坚持群众路线、坚持以经济建设为中心、坚持稳步前进的政策制定路径等显著特征,在执行中党政的强势推动、执行链条的冗长、既注重过程又强调结果、既实行分工负责又合作发力的特征也十分明显。

Public policy is the action plan or code of conduct formulated by one specific subject for specific purpose（s）. The Communist Party of China （CPC）, who is the most important formulation of China＇s public policy, has great influence on China＇s formulation of public policy. Judging from its essence, China＇s public policy fully embodies the leadership status and leadership role of the CPC. There have been some defects such as one-sideness, simplification and pan-westernization in regard to the typical models of China＇s public policy, which is difficult to elucidate China＇s public policy scientifically. In the process of its formulation, China＇s public policy has remarkable characteristics of the highlight of the leading role of the CPC, the adherence of mass line, the adher- ence of taking economic development as the central task and the adherence of steady progress as the policymaking approach. Meanwhile, in the process of its implementation, China＇ s public policy also has remarkable characteristics of the strong promotion by the Party and Government, the lengthiness of implementation chains, both paying attention to process and laying emphasis on resuh（s）, and both division of labor with individual responsibility and co-operation with collaboration.
